Renters Rights Bill Information Centre

This page has information about the progress of the Renters’ Rights Bill and information about content on the bill, both on Landlord Law and the Landlord Law Blog. (Last updated 18/10/2025)

The Bill has passed its second reading, the committee stage and has had its third reading.  In the House of Lords, it has passed its  second reading, the committee stage and third reading.  The bill is now in its final stage and should receive the Royal Assent shortly.  The final stage should be on 22 October when the Commons will be considering amendments from the Lords (only one I believe).

Once the bill becomes law and its provisions are certain, I will start to update the Landlord Law site and give guidance to members.  The Landlord Law tenancy agreements will be updated at that time, although I may wait until we have been given the new prescribed terms, which must be included.

In the meantime, I have set up a page of Landlord FAQ – please let me know additional questions to go here via the Green Button messenger

Landlord Law members’ training webinars on the Renters Rights Bill

Renters’ Rights Bill Online  Conference – this took place on 11 and 12 March 2025.  Conference delegates can watch the recordings here.  If you were not a delegate, the recordings can be purchased here.  There was also a Local Authority conference on 8 October – the recordings will be going on sale shortly.

Landlord Law content updates

I am in the process of going through all content.  Where this will be affected by the bill when it is made law, I am adding a warning note.  These items will then be either updated or deleted when the law changes.

The Audit Kit has been updated to notify users where they need to take account of future changes when doing their audit.  I have also updated the English Checklists to warn about pending changes.

The Renters Rights Bill page on the Parliament website: This is where you can find the draft bill and information about its progress through Parliament.
Landlord Law Blog posts on the Renters Rights Bill: The posts mainly do a deep dive into specific issues of interest. The link takes you to an index page where you will find all the posts listed.
The Independent Landlord Blog Renters Rights Hub: This is a very useful blog – Suzanne Smith is a solicitor and landlord and has set out extensive guidance on the bill. It is very useful as a reference.
