This page has information about the progress of the Renters’ Rights Act 2025 and the work we are doing to update Landlord Law. (Last updated 04/05/2026).

Timeline

The Government have published details of when the various parts of the legislation will come into force:

  • Local Authority investigatory powers came into force on 27 December 2025.  These are explained in the Dealing with Local Authority Evictions Kit here.
  • The main part of the legislation came into force on 1 May 2026.  Landlord Law has now been updated accordingly.
  • The Landlord Database and the Landlord Redress Scheme will come into force later in 2026
  • The new December Homes standard and Awaabs law will come into force between 2035-37 after consultations.

Existing tenancies as at 1 May 2026

All landlords of existing assured and assured shorthold tenancies (i.e., created before 1 May 2026, including new tenancies), must serve the government’s information form on tenants before 31 May 2026.

The form has now been published and can be downloaded from here.

It is important that you are able to prove that the form has been served on your tenants or you can be fined up to £7,000 by your local authority.  For existing tenancies we suggest you serve it personally on your tenants (e.g., during an inspection visit) and get them to sign and date a copy of the form.  If there are joint tenants, it must be served on all of them.

Note – this form must be served for all tenancies signed before 1 May 2026, even if you are using a RRA compliant APT.

Letting agents – if you are managing the property, you need to serve the form even if it has already been served by your landlord.

The English Checklists and The Audit Kit.  Members should always refer to the checklists first when dealing with their rented properties.  We also  have a new Renters Rights Act Checklist.

Members can now use our Renters Right Act compliant APT agreements.  We have standard versions for a sole/joint and several tenancy and for a let of room in a shared house.  There are also student versions of these.

There is a new kit on Dealing with Local Authority Enforcement Kit which looks at the new Local Authority enforcement powers and gives advice on what you should do to protect your position.
