Update on Local Authority HMO Licensing – February 2022

Confirmed Licensing Changes

• Sandwell Metropolitan district: Sandwell Proposals to introduce an additional licensing scheme for Houses In Multiple Occupation (HMOs) in and around the high street and central areas of West Bromwich. The scheme will begin in April 2022. Information can be found here
• Ealing: Ealing have introduced a selective and additional licensing scheme for HMOs. Both will begin on 1 April 2022. Additional licensing info can be found here. Selective Licensing can be found here
• Luton: Luton have now revealed that both the additional and selective licensing scheme will take effect on the 1 April 2022. Information on both can be found here
• Lewisham: Lewisham have introduced an additional licensing scheme that will take effect on the 5 April 2022. Information can be found here
• Lambeth: Lambeth introduced an additional licensing scheme on 9 December 2021. Information can be found here
• Hammersmith & Fulham: Hammersmith & Fulham have introduced a new selective and additional licensing scheme starting from 5 June 2022. Information can be found here
• Southwark: Southwark Council’s approved selective and additional licensing scheme will be in force on 1 March 2022. Information can be found here
• Walsall: Walsall Council have introduced a new additional licensing scheme that will be in force on 1 September 2022. Information can be found here
• Wrexham: An additional Licensing scheme in Wrexham has been in force since 1 January 2022. Information can be found here
• Bristol: An additional and selective licensing scheme will be in place on 6 April 2022. Information can be found here
• Liverpool City Council: A selective Licensing scheme is in place for Liverpool which will be in force on the 1 April 2022. Information can be found here
• Tower Hamlets: Tower Hamlets have renewed their selective licensing scheme which began on 1 October 2021. Information can be found here

Licensing Consultations

While the above are confirmed changes, there are also councils asking for local landlords to consult with them with the idea of additional or selective licensing schemes. These can be found here:

• Redbridge: Redbridge are currently consulting regarding a an Additional Licensing scheme. The deadline for consultation is the 7^th March 2022. Information can be found here
• Barnet: The Consultation for Barnet’s additional licensing scheme has ended  and feedback from it was meant to be handed out in January 2022. This unfortunately has not happened yet but the proposals may be revealed soon. One to keep an eye on for sure.
• Islington: Islington council are currently consulting regarding their current additional and selective licensing schemes. Information can be found here
• Ashfield: Ashfield are currently consulting regarding a selective licensing scheme. The consultation ends on the 28 February 2022. Information can be found here
• West Lindsey Council: West Lindsey are currently consulting regarding a selective licensing proposal. The consultation closes on the 11 April 2022. Information can be found here
• Leicester City Council: Leicester City are currently consulting regarding an Additional licensing scheme. Consultation closes on the 22 February 2022. Information can be found here
